
The Allahabad High Court has operationalised its newly developed “Payment Setu Portal” for online payment of traffic challans in the district courts of Uttar Pradesh. The portal, simultaneously put to use across all 74 districts during the National Lok Adalat held on September 12, 2026, settled 18,661 traffic challans in a single day and received Rs 83,38,525 in digital payments.
The High Court described the initiative as a step towards a payment process that is “cashless at the counter, paperless in its record and completed within seconds on a citizen’s mobile phone.”
The Payment Setu Portal has been developed in-house by the High Court for use by the district courts. Under the system, as soon as a court imposes a fine in a traffic challan case, the portal generates a dynamic QR code and a payment link for that particular case.
The same is securely delivered to the registered mobile phone of the person concerned, who can make the payment through UPI. Once the payment is successful, the receipt is sent directly to the mobile phone.
The new system is intended to eliminate the need for cash handling at court counters, manually written receipts and the subsequent reconciliation process. The challan, payment and receipt are now recorded digitally from end to end, with each transaction carrying a verifiable trail.
According to the press release, this has made the concerned part of the proceedings entirely paperless.
Gautam Buddha Nagar recorded the highest utilisation of the portal in the State, settling 2,980 traffic challans and collecting Rs 10,42,973, the highest figures both in terms of the number of challans settled and the amount realised.
Lucknow district court settled 1,198 challans, while Ballia settled 848 challans through the digital mode.
The facility was supported by arrangements at every district court to assist citizens appearing for settlement of e-challans. Persons coming for settlement were received at the e-Sewa Kendra and Help Desk and directed to the court dealing with their cases.
Technical teams of the respective judgeships remained available throughout the day to provide assistance.
A Central Control Room/War Room also functioned at the office of the Joint Registrar (CPC) for real-time monitoring, coordination and troubleshooting.
Dedicated video-conferencing connectivity enabled the district courts to remain in continuous contact with the High Court for immediate assistance and resolution of technical and operational issues.
The District Legal Services Authorities were associated with the dissemination of information among the litigating public.
Arrangements were also made in coordination with Union Bank of India and police authorities at the State level to ensure that challan data, payment and receipt moved seamlessly from end to end.
The High Court said the initiative marks a significant step towards strengthening efficiency, transparency and technology-enabled judicial administration in the district judiciary of Uttar Pradesh.
It further said that, among the continuous strides towards a digital judiciary, the initiative, described as the first of its kind, is expected to prove a milestone in the efficient disposal of traffic challans and petty offences.
