The High Court of Jammu and Kashmir and Ladakh has made it mandatory for law graduates enrolled as advocates from the academic year 2009-10 onwards to qualify for the All India Bar Examination (AIBE) if they have not already passed it.
The High Court has also directed advocates enrolled after July 1, 2010, who have qualified for the examination, to submit copies of their Certificate of Practice (COP) issued by the Bar Council of India to the Registry within one month of the notification.
Registrar General M.K. Sharma issued the notification pursuant to the Full Court resolution of October 8, 2026, approving the Rules Committee’s recommendations.
In the said notification, it is also mentioned that,
“Fresh Law Graduates (Professional) and those Advocates who have been enrolled on provisional basis on the Roll of Bar Council of Jammu & Kashmir and Ladkah shall be granted absolute certificate of enrolment only upon their qualifying the All India Bar Examination (AIBE) and on production of Certificate of Practice (COP) issued by Bar Council of India within two years.”
The committee had examined the matter at its meeting on August 19, 2026, following a reference made in accordance with the Chief Justice’s directions.

The notification states that law graduates enrolled with the Bar Council of Jammu and Kashmir and Ladakh from the academic year 2009-10 onwards “shall have to qualify the All India Bar Examination (AIBE)” if they have not already passed it.
The directions have been issued under Rules 9, 10 and 11 of Chapter III, Part VI of the Bar Council of India Rules (All India Bar Examination (AIBE) Rules, 2010) governing the All India Bar Examination.
